1. (a) Facilities.

   1. (1) Each water utility shall maintain appropriate meter testing facilities and equipment necessary to make the tests required by this part or other orders of the Arkansas Public Service Commission.
   2. (2) Facilities housing installed fixed water testing equipment shall be designed and equipped with environmental controlling equipment that will not have excessive variations.

   3. (3) Exception.

      1. (A) Any utility using independent meter testing facilities is exempt from the provisions of this section.
      2. (B) However, the utility is responsible for ensuring that the testing facility used is capable of meeting the requirements of this section.

2. (b) Equipment.

   1. (1) Each water utility possessing equipment or facilities necessary for accurate testing of its meters shall maintain the equipment in proper adjustment so that the utility shall be capable of determining the accuracy of any meter to within one-half of one percent (0.5%).

   2. (2) Meter testers shall be:

      1. (A) Located in suitable working space;
      2. (B) Easily accessible; and
      3. (C) Equipped with all necessary facilities and accessories.
