1. (a) For new construction of water and sewer utility plant, the current Department of Health Rules Pertaining to Public Water Systems, 20 CAR pt. 140, and the Arkansas Pollution Control and Ecology Commission’s Rule Establishing Water Quality Standards for Surface Waters of the State of Arkansas, 8 CAR pt. 21, are designated as the standards.
2. (b) Construction completed prior to the effective dates of current standards shall be in accordance with the standards in effect at the time of construction.
