1. (a) Each gas utility shall establish and maintain, or use, a meter prover testing facility that is acceptable to the Arkansas Public Service Commission.
2. (b) This facility must include devices and practices to maintain the required accuracy of the meter proving equipment used.
3. (c) The Arkansas Public Service Commission shall have the right to inspect the facility, equipment, and methods used for maintaining accuracy.
