1. (a) Each electric utility furnishing metered electric service shall provide for or have available:

   1. (1) A meter laboratory;
   2. (2) Standard meters;
   3. (3) Instruments; and
   4. (4) Other equipment and facilities necessary to make the tests required by this part.

2. (b) The equipment and facilities:

   1. (1) Shall be acceptable to the Arkansas Public Service Commission;
   2. (2) Shall be available at all reasonable times for inspection by any authorized representative of the Arkansas Public Service Commission; and
   3. (3) May be located outside the State of Arkansas.
3. (c) Each electric utility shall report the location of its standardizing laboratory or laboratories to the Arkansas Public Service Commission in Docket No. 86-033-A.
