1. (a) For new construction of electric utility plant, the current issues of the American National Standard Institute's National Electrical Safety Code published by the Institute of Electrical and Electronics Engineers, Inc., and/or the NFPA 70: National Electrical Code published by the National Fire Protection Association are designated as the standards.
2. (b) Construction completed prior to the effective dates of current standards shall be in accordance with the standards in effect at the time of construction.
