1. (a) Each electric utility shall maintain records:

   1. (1) Within the State of Arkansas;
   2. (2) At the offices of the electric utility; or
   3. (3) At locations outside the State of Arkansas authorized by the Arkansas Public Service Commission.
2. (b) Such records shall be available at all reasonable hours for examination by the Arkansas Public Service Commission, its representatives, or others authorized by the Arkansas Public Service Commission.
