1. (a) As provided in this part, the Arkansas Public Service Commission may adopt, amend, or repeal any of its rules either:

   1. (1) On its own motion; or
   2. (2) Upon a formal application for rulemaking filed by any person.

2. (b) Changes to Arkansas Public Service Commission rules shall be made only following notice and a hearing pursuant to:

   1. (1) This part; and
   2. (2) Arkansas Code § 23-2-305.
3. (c) The secretary of the Arkansas Public Service Commission shall assign an "R" docket number to each rulemaking proceeding.
