1. (a) Restoration priority. Utilities shall first attempt to restore service that affects public health and safety.

2. (b) Restoration procedures.

   1. (1) Each utility shall have written procedures for designated employees to follow during major service outages.

   2. (2) The procedures shall contain at least the following:

      1. (A) Notification procedures for emergency response personnel;
      2. (B) General location or locations of equipment, tools, and materials normally needed to restore service;
      3. (C) Procedures for notifying fire, police, medical, and other public officials; and
      4. (D) General procedures to determine whether the system is safe.
