1. (a) Scheduled interruptions.

   1. (1) Scheduling. Except in an emergency, utilities shall schedule interruptions so that the inconvenience to customers is minimized.

   2. (2) Notice. Utilities shall make reasonable efforts to:

      1. (A) Notify customers affected by a scheduled interruption as far ahead as practical; and
      2. (B) Give them the date, time, and planned length of the interruption.

2. (b) Unforeseen interruptions. Utilities shall:

   1. (1) Make reasonable efforts to notify customers affected by an unforeseen interruption as soon as practical; and
   2. (2) Explain the cause and how long it will last.
3. (c) Restoration priority. Utilities shall make every reasonable effort to first restore service that affects public health and safety.
