1. (a) Nonutility charges. Unless otherwise specified in writing by the customer, a utility shall first credit payment to utility charges if a customer pays part of a utility bill that includes charges for nonutility service.

2. (b) Application between past and current bills.

   1. (1) If a customer pays part of a bill for utility service, a utility shall first credit the payment to earlier charges for utility service.

   2. (2) This section does not apply when there:

      1. (A) Is a disputed bill;
      2. (B) Is a delayed payment agreement; or
      3. (C) Are other written instructions.
