1. (a)

   1. (1) The General Staff of the Arkansas Public Service Commission will provide each utility with an annual summary of Arkansas Public Service Commission-approved changes to this part.
   2. (2) Each utility shall advise its customers at least annually of the changes to this part.
   3. (3) The General Staff’s summary will not be legally binding.
2. (b) If a utility intends to change the character or type of service in a way that would substantially affect the provision of the service or the operation of any device, appliance, or equipment, it shall notify all affected customers by mail, bill insert, or other reasonable medium at least thirty (30) days before the change.
