Amendments or exemptions to the Arkansas Public Service Commission’s rules may be granted by the Arkansas Public Service Commission:

1. (1) In conformity with the Arkansas Public Service Commission’s Rules of Practice and Procedure, 23 CAR pt. 462; or
2. (2) As otherwise provided within this part.
