1. (a) Any contributor may dispute the amount of contribution it is required to pay into the Arkansas High Cost Fund, in the following manner:

   1. (1) The contributor may contact the Arkansas High Cost Fund administrator, and the administrator shall have the initial responsibility for trying to resolve the dispute; and
   2. (2) If satisfactory resolution is not achieved, the contributor to the fund may file an application requesting the Arkansas Public Service Commission resolve the dispute.
2. (b) Pending final resolution of a dispute concerning the amount of the required contribution, the disputing telecommunications provider shall pay the entire amount to the fund.
