- (a) It is the policy of the Arkansas Racing Commission to require that all establishments wherein gaming is conducted in this state be operated in a manner suitable to protect the public health, safety, morals, good order, and general welfare of the inhabitants of the State of Arkansas.
- (b) Responsibility for the employment and maintenance of suitable methods of operation rests with the licensee, and willful or persistent use or toleration of methods of operation deemed unsuitable will constitute grounds for license revocation or other disciplinary action.
(c)
- (1) In the case of a franchise holder and other casino licensees with previous gaming experience, the commission shall be authorized to approve certain system, network, operational, and other standards necessary to implement casino gaming on a temporary and immediate basis as long as a deadline for full compliance with permanent standards is provided at the time of approval.
- (2) Extensions may be approved by the commission if justification is provided to show that such additional time in the temporary environment is reasonably necessary.
