No employee with an expired license shall work in a position or shall exercise functions for which such license is required, with the understanding that if such employee is found working without a current and valid license, the employee, as well as the casino licensee or person or entity employing the employee, shall be subject to sanctions as established by the Arkansas Racing Commission.
