Each “user”, which is defined as an operator of a race book, sports pool, or gambling game who is licensed in this state and receives and displays a live broadcast within this state, who uses information included in a live broadcast to determine winners of and payoffs on wagers accepted at the user’s race book, and each “buyer”, as defined in this part, shall comply with the recording and reporting requirements specified in this part.
