- (a) The Arkansas Racing Commission may at any time require a book to allow an agent of the commission to be permanently present on the book’s premises during all hours of operation, and to require the costs and expenses for such agent to be borne by the book in a manner deemed reasonable by the commission.
- (b) The agent shall have full and complete access to all books, records, and to any telephone conversations emanating from or received at the licensed premises.
