If the Arkansas Racing Commission rules that a limited liability company is eligible for delayed licensing of its members, the commission shall direct the commission, based upon such investigation as the commission deems appropriate, to recommend to the commission which of the members who have applied for delayed licensing, if any, should be granted delayed licensing.
