Except as otherwise provided by law, no person shall acquire any interest in or equity security issued by a limited liability company licensee or a holding company, become a controlling affiliate of a limited liability company licensee or a holding company, become a holding company of a limited liability licensee or of a holding company without first obtaining the prior approval of the Arkansas Racing Commission in accordance with this part.
