- (a) The burden of proof with respect to the granting of any approval required or permitted by this part is at all times upon the person applying for such approval.
- (b) Each applicant shall satisfy the Arkansas Racing Commission, as the case may be, that the granting of an approval is consistent with the state policies regarding gaming.
