A franchise holder, or any agent or employee thereof, shall not:

1. (1) Allow a person who has not attained twenty-one (21) years of age to play any EGS;
2. (2) Allow a person who has not attained twenty-one (21) years of age access to the designated EGS gaming area of a franchise holder during the hours of operation; or
3. (3) Allow a person who has not attained twenty-one (21) years of age to be employed in any position allowing or requiring access to the designated EGS gaming area of a franchise holder.
