(a) Except as otherwise approved by the Arkansas Racing Commission, any person or entity who:
- (1) Carries out or will carry out, or has or will have any of the functions mentioned in 23 CAR § 355-404 shall obtain a key employee license; or
- (2) Carries out functions specified in 23 CAR § 355-405 shall obtain a general employee license before commencing work with a franchise holder.
- (b) The lists contained in 23 CAR §§ 355-404 – 355-405 are not all-inclusive but illustrative.
