- (a) Where applicable, the CSS download data library shall only be written to, with secure access that is controlled by the Arkansas Racing Commission, in which case the manufacturer and/or operator will be able to access the download data files.
- (b) Or, the download data library shall only be written to use a method that is acceptable by an independent test laboratory and the commission.
