Program devices that cannot be interrogated, such as smart cards, may be used provided they are able to be verified by the following methodology:

1. (1) A challenge is sent by the peer device, such as a hashing see, to which the device must respond with a checksum of its entire program space using the challenge value; and
2. (2) The challenge mechanism and means of loading the software into the device is verified by and independent testing laboratory and approved by the Arkansas Racing Commission.
