Wide area network (WAN) communication within the CSS is permitted provided that the following criteria is met:

1. (1) The communication over the WAN are secured from intrusion, interference, and eavesdropping via techniques such as use of Virtual Private Network, encryption, authentication, etc.; and

2. (2)

   1. (A) Only functions documented in the communication protocol are used over the WAN.
   2. (B) The protocol shall be provided to a third party testing laboratory and the Arkansas Racing Commission for evaluation.
   3. (C) The protocol documentation may be in multiple parts, e.g., delivery mechanism and message formats, etc.
