- (a) The Secretary of the Department of Finance and Administration shall administer Acts 2007, No. 388, under the provisions of the Arkansas Tax Procedure Act, Arkansas Code § 26-18-101 et seq.

- (c) The secretary has authority over all games of bingo and raffles conducted in this state.
