- (a) A game of bingo or a raffle conducted by a licensed authorized organization shall not constitute a lottery prohibited by Arkansas Constitution, Article 19, § 14, if all net receipts over and above the actual cost of conducting the game of bingo or raffle are used for charitable, religious, or philanthropic purposes.
- (b) No net receipts from a raffle or game of bingo shall be used to compensate in any manner any person who works for or is in any way affiliated with the licensed authorized organization that conducted the raffle or bingo game.
(c)
- (1) A charitable bingo game or raffle shall be conducted only by a licensed authorized organization through the organization’s bona fide officers and members, including auxiliary members, who volunteer their time and receive no compensation for their services.
- (2) A licensed authorized organization shall identify the officers and members who will be responsible for conducting a raffle or bingo session.
- (d) A licensed authorized organization shall not conduct bingo games or raffles through an agent or a third party.
- (e) The play of bingo or a raffle through any electronic device or machine is prohibited.
