The Office of the Arkansas Lottery may sell lottery tickets or shares by use of ticket vending machines with the following specifications:

1. (1) TVM must be capable of dispensing:

   1. (A) Instant ticket games;
   2. (B) Online games; and
   3. (C) Other related materials and information;
2. (2) TVM must be capable of validating a player's age using a government-issued form of identification;
3. (3) TVM must be capable of accepting United States currency and accumulating player credits;
4. (4) TVM must have a method of immediate machine deactivation to monitor potential underage play; and
5. (5) TVM must have an auxiliary power source for continuous electrical power.
