(a) An instant online ticket must meet all of the following requirements in order to be considered valid:

1. (1)

   1. (A) All printing on the ticket shall be present in its entirety, be legible, and correspond, using the computer validation file, to the combination and date printed on the ticket.
   2. (B) The ticket is not valid unless the ticket number and other information are recorded in the Office of the Arkansas Lottery computer and transaction master file;
2. (2) The ticket shall be intact;
3. (3) The ticket shall not be altered, mutilated, unreadable, reconstructed, or tampered with in any manner;
4. (4) The ticket shall not be counterfeit or an exact duplicate of another winning ticket;
5. (5) The ticket shall have been issued by an authorized retailer in an authorized manner;
6. (6) The ticket shall not have been stolen or canceled;
7. (7) The ticket shall not have been previously paid; and
8. (8) The ticket shall pass all other confidential security checks of the office.

(b)

1. (1) The Director of the Office of the Arkansas Lottery may replace an invalid online ticket with an online ticket for a future drawing of the same game.
2. (2) The director at his or her discretion may pay the prize for a ticket that is partially mutilated or is not intact if the online ticket can still be validated by the other validation requirements.
