A retailer license may be suspended, revoked, or terminated by the Director of the Office of the Arkansas Lottery or his or her designee for any one (1) or more of the following reasons:

1. (1) Commission of a violation of the act or a rule of the Office of the Arkansas Lottery;
2. (2) Failure to accurately or timely account for tickets, lottery games, revenues, or prizes as required by the office;
3. (3) Commission of any fraud, deceit, or misrepresentation;
4. (4) Insufficient sales;
5. (5) Conduct prejudicial to public confidence in a lottery;
6. (6) The retailer's filing for or being placed in bankruptcy or receivership;
7. (7) Any material changes as determined in the sole discretion of the office in any matter considered by the office in executing the license with the retailer;
8. (8) The closure of the retailer's business; or
9. (9) Failure to meet any of the objective criteria established by the office.
