- (a) In the sole discretion of the Director of the Office of the Arkansas Lottery, the Office of the Arkansas Lottery may authorize a duly licensed office retailer to enter a contract with a third-party (nonlottery licensed) entity for the purpose of delivering office draw game tickets to consumers via website or mobile application.
- (b) Authorization shall require the Lottery Courier Addendum as an integrated term of conditions to the Retailer License Agreement.
- (c) Retailer shall acknowledge that they have been provided with a copy of the office Operational Rules, 23 CAR pt. 371, which further set out the specific details, requirements, and limitations on the use of lottery couriers, as well as the additional terms and conditions set forth in the office Retailer License Agreement.
