1. (a) Pursuant to the power granted to the Bank Commissioner by Arkansas Code § 23-47-101(c), the commissioner, by written order, may authorize state banks to engage in any banking activity then permitted to national banks.
2. (b) Such authority may be subject to such conditions and restrictions as the commissioner may determine to be appropriate, whether or not any such conditions or restrictions are applicable to national banks.
