All state banks exercising trust powers shall adopt a trust policy setting forth, at a minimum:

1. (1) Trust department investment practices, including investments in the obligations of the bank and its affiliates;
2. (2) Voting practices and procedures concerning the bank's stock and the stock of any affiliates of the bank; and
3. (3) Trust account administration policies and procedures.
