The following rules of practice and procedure shall govern all proceedings before the Savings and Loan Association Board including:

1. (1) Applications for the issuance of a new savings and loan association charter;

2. (2) For any association to:

   1. (A) Establish any office other than the principal office stated in its articles of incorporation;
   2. (B) Move any office of the association from its immediate vicinity;
   3. (C) Change its name;
   4. (D) Reorganize, merge, or consolidate with any other association; or
   5. (E) Convert from a mutual association to a stock association; and
3. (3) For other matters before the board.
