(a) Motions, requests, petitions, requests for advisory opinions or interpretations, and other materials submitted to the State Securities Department shall be filed with:

1. (1) The Securities Commissioner at the office of the department; or
2. (2) Any person authorized or designated by the commissioner to receive a filing.

(b)

1. (1) A filing may be made by:

   1. (A) Personal delivery;
   2. (B) First-class, registered, or certified mail; or
   3. (C) Any express delivery service.
2. (2) Where permitted by the commissioner, a filing may be made by facsimile or any other electronic means provided the department can print such filing.
3. (3) The commissioner may require that a signed original of any document filed by electronic means be filed with the department.

(c) All petitions, correspondence, motions, or other documents shall be deemed filed when received by:

1. (1) The commissioner; or
2. (2) Any person authorized or designated by the commissioner to receive a filing.
