The purpose of this part is to implement the requirements of Acts 1991, No. 238, in order to:

1. (1) Provide minimum standards for basic benefit disability insurance;

2. (2) Regulate the development of basic benefit disability insurance for qualified:

   1. (A) Groups;
   2. (B) Families; and
   3. (C) Individuals; and
3. (3) Regulate the marketing and administrative costs of such insurance.
