(a) At the time of a rulemaking hearing, the State Insurance Department creates and maintains a notebook providing:

1. (1) A list of contents;
2. (2) Any cabinet-level approvals;
3. (3) Public notices;
4. (4) Copies of the proposed final rule with any markup drafts;
5. (5) Any legislative filings of the proposed rule; and
6. (6) Any public comments received prior to the beginning of the rulemaking proceeding.
