(a)

1. (1) Before a department shall advertise for bids for construction, all requirements shall be met pursuant to the general accounting and budgeting laws and other applicable laws.
2. (2) Department officials (refer to 22 CAR § 112-103) shall follow these bidding rules when processing bids.

(b) Certification of project amount.

1. (1) Departments are responsible for ensuring they have sufficient appropriation and funding for the capital improvement project prior to the solicitation of bids.
2. (2) The amount certified on the project general information sheet is the amount appropriated defined in Arkansas Code § 22-9-203(h).
