(a)

1. (1) Manufactured homes or portable office or classroom buildings should not be located in a floodplain if other property at the site or campus is outside of the floodplain.
2. (2) When these types of structures must be located in a floodplain, the department may raise the grade on which the structure sits and the surrounding grade to meet or exceed the base flood elevation.

(b)

1. (1) The chassis shall be:

   1. (A) Supported by reinforced concrete piers or other foundation elements of equivalent strength; and
   2. (B) No less than thirty-six inches (36”) above the base flood elevation and be secured to an adequately anchored foundation system to resist:

(i) Floatation;

1. (ii) Collapse; and

   1. (iii) Lateral movement.

2. (2) All mechanical and electrical equipment (including ductwork) shall be installed in accordance with 22 CAR § 111-711(e).

   1. (c) When an existing manufactured home or portable building which has been located below the base flood elevation has incurred substantial damage as the result of a flood, it shall not be replaced or repaired unless the provisions of subsections (a) and (b) of this section are met.
