(a)

1. (1) The department shall assign a project coordinator.
2. (2) The name and position of the project coordinator shall be submitted to the Building Authority Division, on a form approved by the division, for recording with the first review submittal.
3. (3) The project coordinator shall not be changed without written notice to the Design Review Section.

(b) The responsibilities of the project coordinator shall cover the following:

1. (1) Allow the department to work closely with the design professional;
2. (2) Cooperate with the Design Review Section in all design and budget decisions, including compiling and approval of the department’s program for the project and approval of the estimated construction cost at each plan review submittal;
3. (3) Help make decisions regarding programming and operational restraints to best benefit the department and to bring the scope of the project within the estimated construction cost as submitted by the design professional and approved by the department;

   1. (A) Be aware of the project status at all times.
   2. (B) Attend all meetings and keep records accordingly;
5. (5) Keep the department secretary advised on the project progress;

6. (6) Maintain adequate records of the project for future use, including:

   1. (A) Plans;
   2. (B) Specifications; and
   3. (C) Record drawings;
7. (7) Serve as the department primary contact regarding all matters concerning the capital improvement project;

8. (8)

   1. (A) Prereview all submittals from the design professional prior to forwarding to the Design Review Section for review.
   2. (B) The project coordinator shall ensure that all submittals meet the project requirements as defined for the design professional and as required for a division submittal (refer to 22 CAR § 111-1501 et seq.);

9. (9)

   1. (A) The project coordinator shall forward all submittal data to the Design Review Section along with any comments or supplemental instructions issued to the design professional.
   2. (B) If the department has no comments to forward, the transmittal letter should so note and should include a statement to the effect that the submittal generally meets the scope of the project as defined to the design professional and that the estimated construction cost is within the established budget for this project.
   3. (C)

(i) Ensure that all submittals are forwarded to the division in the order that meets the department’s priority needs.

1. (ii) This will prevent the division from reviewing a low priority project that has been submitted directly by the design professional; and

2. (10)

   1. (A) The project coordinator shall:

      1. (i) Receive and review all comments regarding the submittal review by the Design Review Section; and
      2. (ii) Be responsible for distribution of these comments to all appropriate parties.

   2. (B) The project coordinator shall:

      1. (i) Ensure that the design professional responds to all comments in writing; and
      2. (ii) Notify the design professional and the Design Review Section in writing if he or she disagrees with a comment or a response.
   3. (C) Responses shall be included with the next submittal package.
   4. (D) It is acceptable and encouraged to include the direct responses from the design professional to the division comments.
   5. (E) It is the project coordinator’s responsibility to ensure that each comment is addressed and to the department’s satisfaction before submitting responses to the Design Review Section.
