(a) Purpose.

1. (1) The requirements in this standard are intended to make buildings and facilities accessible to and usable by individuals with disabilities such as, but not limited to:

   1. (A) The inability to walk;
   2. (B) Difficulty walking;
   3. (C) Reliance on walking aids;
   4. (D) Blindness and visual impairment;
   5. (E) Deafness and hearing impairment;
   6. (F) Coordination reaching and manipulation disabilities;
   7. (G) Lack of stamina;
   8. (H) Difficulty interpreting and reacting to sensory information; and
   9. (I) Extremes of physical size.
2. (2) Accessibility and usability allow individuals with disabilities to access, enter, and use a building or facility.

(c) This standard:

1. (1) Can be applied to the design and construction of new buildings and facilities, renovations, alterations, and rehabilitation of existing buildings and facilities; and
2. (2) Is applicable to permanent construction as well as temporary construction and emergency conditions.

(d)

1. (1) Arkansas Code § 6-20-1407(e) authorizes the Design Review Section to review and approve construction documents for new public school facilities for compliance with this standard prior to bidding or construction.
2. (2) Construction documents submitted for review shall comply with these standards.
