(a)
(1) The Director of the Arkansas Energy Office of the Division of Environmental Quality shall create an advisory committee composed of:
- (A) Representatives from the design and construction industry who are involved in public works contracting;
- (B) Persons from public agencies and higher education who are responsible for overseeing public works projects or for developing energy efficiency programs and policies; and
- (C) Other persons that the director considers to have useful information.
- (2) Advisory committee members shall serve at the pleasure of the director.
(b) The committee shall provide advice on the implementation of this part, including recommendations regarding:
- (1) An education and training program for persons who are involved in the implementation of this part to include specific education and training criteria that are appropriate for the various roles with respect to levels of involvement in projects subject to this part or the roles regarding the operation and maintenance of the facility;
- (2) An ongoing evaluation or feedback process to help the Arkansas Energy Office administer and implement this section; and
- (3) Water efficiency and energy efficiency requirements, in addition to making recommendations to the office regarding revising standards for water and energy efficiency.
