(a) A license to operate a vending facility may be issued to persons who are determined by the Division of State Services for the Blind to be:

1. (1) Blind;
2. (2) Citizens of the United States; and

3. (3)

   1. (A) Certified as qualified to operate a vending facility after having successfully completed the division’s training program for blind vendors.
   2. (B) This training shall include:

(i) Training in the various types of vending facilities in the program; and

1. (ii) Experience in managing a vending facility for a period of time.
