(a) In order to be licensed as a blind vendor, a person must be:

1. (1) Legally blind, not more than 20/200 central vision in the better eye with correcting lenses, or equally disabling loss of visual field as evidenced by a limitation to the field of vision in the better eye to such a degree that its widest diameter subtends an angle of no greater than twenty degrees (20°);
2. (2) A citizen of the United States; and
3. (3) Certified as qualified to operate a vending facility after having completed the Vending Facility Training Program of the Division of State Services for the Blind.

(b) The Vending Facility Program Training Specialist will obtain from the vocational rehabilitation counselor documentation and verification of the eligibility requirements to be maintained in the trainee's/vendor's file:

1. (1) Legally blind (current eye examination);
2. (2) Citizenship (Employment Eligibility Verification, Form I-9); and
3. (3) Certification by the state licensing agency as qualified to operate a vending facility.
