21 CAR § 20-103 – Qualifications

(a) A traditional notary public in good standing, commissioned in the State of Arkansas, may apply for commission as an electronic notary public.
(b) Applicants must:
1. (1) Be in good standing as a traditionally-commissioned notary;
2. (2) Complete an electronic notary application form;
3. (3) Submit a twenty-dollar application fee; and
4. (4) Successfully complete a training class, which includes passing an exam approved by the Secretary of State.
(c) Applicants must complete training as described in 21 CAR § 20-105.
(d) The completed electronic notary application form must contain no significant misstatement or omission of fact by the applicant.
(e) Every applicant for an electronic notary commission shall attest that he or she has not been convicted of a felony.
