(a) The purpose of this part is to ensure that all individuals engaged in blasting meet certain minimum qualifications and have been trained in the:

1. (1) Handling and use of explosives;
2. (2) Storage of explosives;
3. (3) Transportation of explosives;
4. (4) Record keeping;
5. (5) Primary blasting; and
6. (6) Secondary blasting.
