1. (a) The following is a list of rules and regulations which the Weatherization Assistance Program operators must be in compliance with:

   1. (1) 10 C.F.R. § 440;
   2. (2) OMB Circular A-102/10 C.F.R. § 600;
   3. (3) A-133;
   4. (4) The state plan; and
   5. (5) The Arkansas Weatherization Minimum Performance Standards.
2. (b) The rules in effect are the ones most recently published, and the state plan is updated annually.
