(a) The Alcoholic Beverage Control Division shall not issue a registry identification card to the following individuals:

1. (1) Any person under twenty-one (21) years of age;
2. (2) Any person who has been convicted of an excluded felony offense;
3. (3) Any person who has had a registry identification card revoked by the division within five (5) years of application; or
4. (4) Any person who has not paid the required fees.

(c)

1. (1) If the division denies an application for a registry identification card, the division shall notify the applicant in writing of the reasons for the denial.
2. (2) The transporter/distributor will be notified of the denial.
