(a) This part governs the:

1. (1) Oversight of medical marijuana transportation and distribution in Arkansas;
2. (2) Requirements for record keeping, security, and personnel of transporters and distributors;
3. (3) Requirements for transporters and distributors to store and transport medical marijuana;
4. (4) Procedures for inspecting and investigating transporters and distributors;
5. (5) Procedures for licensing transporter and distributor agents; and
6. (6) Procedures for suspending, revoking, and penalizing transporter and distributor licenses for violations of the Arkansas Medical Marijuana Amendment of 2016, Ark. Const. amend. 98, or rules.

(b)

1. (1) If any provision of this part or the application thereof to any person or circumstance is held invalid for any reason the invalidity shall not affect the other provisions or any other application of this part that can be given effect without the invalid provisions or application.
2. (2) Therefore, all provisions of this part are declared to be severable.
