(a) Enclosed and secure facility. All cultivation of medical marijuana shall take place within a building, greenhouse, or other structure that:

1. (1) Has a complete roof enclosure supported by connecting walls, constructed of solid materials, extending from the ground to the roof;
2. (2) Is secure against unauthorized entry;
3. (3) Has a foundation, slab, or equivalent base to which the floor is securely attached;

4. (4) Meets performance standards ensuring that cultivation and processing activities cannot be and are not perceptible from the structure in terms of:

   1. (A) Common visual observation;
   2. (B) Odors, smell, fragrances, or other olfactory stimulus;
   3. (C) Light pollution, glare, or brightness;
   4. (D) Adequate ventilation to prevent mold; and
   5. (E) Noise;
5. (5) Provides complete visual screening; and
6. (6) Is accessible only through one (1) or more lockable doors.

(b)

1. (1) Commercial grade, nonresidential door locks shall be installed on every external door, and gate if applicable.
2. (2) All external locks shall be equipped with biometric access controls with two-factor authentication, and the two-factor authentication must be in use at all times.

3. (3) Only authorized personnel shall have access to locked and secured areas. (4)(A) Facilities shall maintain detailed records of employees with access to locked and secured areas.

   1. (B) Records shall be made available to the Alcoholic Beverage Control Division upon request.

(c)

1. (1) All cultivation facilities shall maintain detailed plans and elevation drawings of all operational areas involved with the production, processing, and manufacturing of medical marijuana.

2. (2) The plan shall identify the following:

   1. (A) All storage areas, ventilation systems, and equipment used for production, processing, and manufacturing;
   2. (B) All entrances and exits to the facility;
   3. (C) All windows, skylights, and retractable mechanisms built into the roof;
   4. (D) The location of all required security cameras;
   5. (E) The location of all alarm inputs, detectors, and sirens;
   6. (F) All video and alarm system surveillance areas;
   7. (G) All production, processing, and manufacturing areas shall be labeled according to the specific activity occurring within the area;
   8. (H) All restricted and limited access areas shall be identified; and
   9. (I) All nonproduction areas shall be labeled according to their purpose.

(d)

1. (1) Floor plans and elevation drawings shall be kept current and on the premises of the cultivation facility.
2. (2) Plans and elevation drawings shall be made available to the division upon request.

(g)

1. (1) Plumbing shall be of adequate size and design and adequately installed and maintained to:

   1. (A) Carry sufficient quantities of water to required locations throughout the facility; and
   2. (B) Properly convey sewage and liquid disposable waste from the facility.
2. (2) There shall be no cross-connections between the potable and waste water lines.
